  However, rigidly adhering to cost targets without a balanced focus on maximizing customer-defined value can potentially undermine TVD’s efficacy and intent. Lost in the cost management mechanics is the risk of sub-optimizing or value-engineering away aspects of projects that are vitally important to customer priorities.
